The City is seeking comments and questions on updates to the City of Redmond Water System Plan.

The Water System Plan ensures that the City continues to protect its underground drinking water resources and provide sufficient water storage and distribution to meet the drinking water, irrigation, and fire flow needs of residents and businesses over the next 20 years. The Plan identifies areas in Redmond’s Water Utility System where reservoirs, pipes, pumps, and other water infrastructure need to be extended or replaced.

    Redmond takes a multi-pronged approach to protecting the Critical Aquifer Recharge Area (CARA). Specific activities that deal with underground petroleum storage tanks (USTs) include:

    • Development Regulations:
      • Redmond Zoning Code (RZC) 21.64.050 contains restrictions and prohibitions on land uses and activities that can potentially contaminate the CARA.
      • RZC 21.64.050.D.3.b(adopted in 2019) has specific requirements for petroleum USTs, including:
        • Tertiary containment liners and tank pit observation ports
        • Trained staff on site at all times of fueling operations
        • Chemically resistant sealing of fueling area with water draining to a sanitary sewer or a dead-end sump
        • Long-term monitoring of groundwater surrounding the USTs
    • Groundwater Monitoring
      • The City owns approximately 90 groundwater monitoring wells within the CARA that are sampled twice a year for potential contaminants.
      • City-owned monitoring wells near USTs are regularly sampled for petroleum contaminants to ensure USTs are not leaking.
    • Pollution Prevention Assistance Visits
      • Most fuel stations are on a biennial site visit frequency, some annually. During pollution prevention assistance visits, staff review hazardous materials storage, handling, and disposal practices and a complete inspection of fuel pads for cracks or deteriorated seams and require repairs if needed. Staff also work with station owners to ensure they have adequate Spill Response Plans, reporting, and cleanup practices in place.  
      • The Department of Ecology Underground Storage Tank (UST) permitting and inspection programs also ensure tanks are permitted, monitored, and inspected and that tank operators have proper training and are performing the State required leak testing and reporting.
